I am slightly confused about your post. You mention on one line that the tax is payable if you stay in Pakistan for more than 4 months. If I bring 2 phones with me to Pakistan, 1 to use as a phone and the other for simply camera etc (no SIM) for less than a month, will I still need to pay the tax?

what does mean Tax with Passport ?
When you’re paying PTA tax for imported mobiles in Pakistan, you have two options: you can use your CNIC or your passport. Usually, the tax is lower if you use your passport.
Just make sure you use your own passport for this. It should be the one you traveled abroad with. Trying to use someone else’s passport isn’t allowed and could end up blocking your phone.
